Many of the diagnostic indicators were informed by existing data collection tools in use in many countries already, but these indicators will take substantial work to test and validate in low- and middle-income countries, and in some cases, where appropriate data collection tools do not exist, we will need to develop new tools. This includes aspects of primary health care such as first contact access (how easily can you access a provider when needed), continuity (e.g., do you interact with the same provider or team each time you interact with the primary health care system), or coordination (e.g., does your primary health care provider know if you visit a specialist). The menu of Diagnostic Indicators focuses primarily on the service delivery domain, since this is the area that lacks robust measurement across countries. In relation to the PHC Vital Signs list, the menu of diagnostics drills down further to identify underlying causes of strong or weak performance. This list will include indicators that measure additional domains of service delivery – the “black box” – and can be used for collecting and reporting information at sub-national levels so countries can inform and assess improvement efforts. PHCPI is currently developing an additional menu of PHC Diagnostic Indicators, which are intended to help policymakers drill down further to identify underlying root causes of strengths and weaknesses. PHCPI’s Vital Signs include several indicators that have strong alignment with the conceptual framework, but have limited data availability.
The set of 25 indicators reflect currently available data collected through globally-recognized tools that are comparable across countries, valid, reliable, and aligned with globally recognized indicators sets, such as the SDGs, MDGs, and Core List of 100 Health Indicators, where possible. PHCPI's Vital Signs Indicators include measures that capture important elements of high quality primary health care. The PHC Vital Signs and Diagnostic Indicators were derived from PHCPI’s conceptual framework. PHC Diagnostic Indicators: these indicators, which are under development, are intended to help countries drill down further to identify underlying causes of strengths and weaknesses.
